I guess I've mostly worked with T-SQL and SQL Server. I've done some MySQL as well, but if it accepts both, I probably never realized != was valid.
I've never really worked with Oracle.

My guess is both work, but the particulars are dependent on phase of the moon and specific version number
 
It looks to me as if <> is the official standard but some implementations accept != as well. I don't know what's up with that Oracle documentation. Perhaps I misread it.
