Is there a rule for when things need a jot and when they don't? I'm looking aplcart about cotangent.(÷3∘○)28 works but (÷3○)28 gives a syntax error.

has a function as its last "thing", you have a function-array-function train, and that's always an error (in Dyalog APL).
That said, you
can
write
÷3○28
because this is just a normal sequence of function applications in a (non-tacit) expression.
