The subject of "テーセウスは今、どうしていますか？" looks like "テーセウス", but

Maybe the subject is not テーセウス but "あなた", "you"

We often use it to say "It's not fair!"

Similar to ずるい！

So, as Flaw said, it can often be used as an interjection
