I just got the ATS hello world to compile. I untared the ATS distribution ran .configure and make all then set my PATSHOME enviroment variable to the folder I untared to. Then added $PATSHOME/bin to PATH. After that running patscc -o hello hello.dats worked.

I was just using the inplace build

Partially my fault for not reading the install file. I needed PATSHOME=/opt/ats2/lib/ats2-postiats-0.3.13 instead of PATHHOME=/opt/ats2.
An infinite loop when you can't find a file is suboptimal though...
