@Dennis I think it's ready: github.com/m-ender/alice. Could you add it to TIO? :) Same usage as for my other interpreters, but there are no debug flags. Source code should be UTF-8. The language can handle arbitrary input and output streams, but will generally use UTF-8 for both (not sure what your setup for those streams looks like)
Due to the complexity of the language, I'm afraid I'll have to pester you with updates a few times, because I'm sure I will have to fix a bunch of bugs...
oh and if you need test programs, these two should both print HW:

TIO uses UTF-8 by default for everything.
Updates are not a problem. Were currently working on automated and semi-automated updates btw.

How would you make it travel south?
you can't go from southeast straight to south. the obtuse angle reflections are all connected with a horizontal movement, whereas the acute angle reflections are all connected with a vertical movement. I'll definitely add those other diagrams...

That's because you can't remove ~ itself. You'd need write permission to /home for that.
