@nbro: If they were mostly against the same user account (which given commenst from a few days ago above seems likely), then this is done algorithmically by Stack Exchange bots. You may see a message such as "serial downvote reverted" or similar

The algorithm is specifically designed to prevent users targetting each other
So if you have searched out a specific user, found all their posts that you think deserve downvoting, then that will most likely get rolled back
IIRC the message definitely appears on a targetted user's account. I have been targetted before with ~ 10 downvotes in short period of time, only to have my rep restored with a message to that effect
You might not see that on your own account as a downvoter

@NeilSlater Votes are supposed to be private, but, yes, in certain cases, it was me, but not all my votes have been reverted. I've spent time to read all these posts for nothing. The stupid system (or algorithm) is working (sarcasm).

In most cases, I think this is might be a good thing, but not in this case.

Tip of the day: if a certain user should be investigated on a content perspective, it's possible to enter a string like “user:11571 NEAT” into the search box. The example will search only for postings created by me about the topic of neuroevolution. This allows to determine, what a certain user but not the forum knows about the subject.

@nbro: What you should do is vote on content as you consume it normally on the site. Use the tools available on the site (such as question and answer review queues) if you want to spend time and effort cleaning up the site.
If you think any other user is causing a problem, then flag a suitable example with a custom mod flag, explaining the situation as you see it.
@NeilSlater What do you think moderators can do in this case? Moderators have not been doing their job well on this site.

@nbro: The moderators make decisions about what acceptable user behaviour is. That's one of the tougher and less fun parts of the job.
@nbro please don't because if I recall correctly Douglas did the same against you and got banned (don't know by who though).
@DuttaA Yes, he got banned because I reported him, but I was not the only one that reported him. Dennis had already observed his weird behaviour before my arrival. It was Dennis who told me that he's got multiple accounts on this site. However, in this case, I am not downvoting because I am taking revenge. I am downvoting because I think that those answers need to be downvoted (because they are out-of-context or, in general, low quality).
I agree with @NeilSlater assessment, it is quite easy to get carried away. Some of the users legit answers (if it exists) might get deleted if we purge the users entire contribution and its quite difficult to assert which are legit answers and which are not.
I won't blame the mods but I think a ban might be necessary here.
And then if the user continues then maybe longer bans.
This should have been done a long time ago.
I didn't know moderators could directly ban a user (I thought only super-moderators could, like JNat or Robert Cartaino), but, apparently, they can!
