Another use of the Katakana syllable, in contrast to the Hiragana syllable or Kanji symbols, are scientific terms or foreign names.
For example, the case with "Paulo" is like this:
There are 'pa' and 'u' and 'o', but no 'l' and no 'lo', which then has to be substituted for 'ro'.
This means:
Paulo = Pa u lo = Pa u ro パ ウ ロ
That's the name of Paulo in Japan.
