@JosephWright Well, the last version of xepersian (uploaded a few days ago) has added a clause to the LPPL which is clearly related to the issue.
There is also an additional term; by using the xepersian package,
you agree to not use the `HM' series fonts. If you use these fonts
in your xepersian documents, you violate the license of the xepersian
package and therefore I have the right to file a lawsuit against you
in court.

I can't find it in the manual. It's weird that it has \listadd but not the opposite...

@egreg The problem seems to be that babel makes some characters active (or something) which messes things up for pgf/TikZ. It is certainly not that month names are not translated (there are no month names).
