@wilx The macro \DeclareUnicodeCharacter is not \long, so the token \par is not accepted in its arguments. Any other token is (except for \outer ones, but there's essentially none in LaTeX).

@egreg given my general dislike of \outer I'd like to get rid of it but the expansion based lookahead in bm had a habit of eating the whole document if you got a { wrong, so it seemed almost useful in that case.
 
@DavidCarlisle I don't think there's some Unicode character that needs \bm@end in its realization, so probably that's quite safe.
 
@egreg we can't really remember why this was left outer when we got rid of all the other uses in 2e \outer\def^^L{\par}
