I haven't played since 2011. I never tried White Wolf, but heard great things about it. It's more story and roleplaying, and less about combat, from what I understand.
 
I don't know about that. The combat is reasonably simple, but how much of it there is still depends on your story teller
/ GM / DM whatever the kids are calling it these days

Correction: i played a brief campaign in 2014. it only lasted a few months. our GM was an accountant and it was tax season. he simply disappeared

I can GM, but I'm not very good at creating my own adventures. I can execute pre-made adventures very well, though.
It would have to be video chat.

its easier to just talk, and see each other

well, don't shop yet. we need to put together a group and discuss logistics. its a committment to play a campaign.
 
I'd be able to participate in audio, but I don't think video would work out. My @ home bandwidth is shit.

Ideally we need at least 5 players, preferably 6, with a minimum party of 4 in a session to play.
That way if a player can't make it, we can still play.
(not counting the GM)
at least, that's what personal experience tells me. your mileage may vary

we gonna do any VTT stuff at all? if so that stuff usually has dice in it right?

we need a chat service that a) has a bot of some kind for dice rolls (or, use the honor system) and b) has a grid of some kind with a map so we can visualize where characters are
someone recommended one in C# chat

i dont think SO chat is suitable
with video the map part is easy, its just a webcam facing down on a map controlled by the GM
though that's a horrendous waste of bandwidth

Roll20 is a very popular tool for that, but Hangouts is also quite feasible with some of its own addons. If you were going to run text-chat-focused games, this room would be sufficient, as all RPG.SE-attached chats have a dice rolling function; we've played a number of chat games around here over the years. But using a chat just for its dice function is frowned upon.
