Also, can you remind me what the policy is in such cases? Should we custom flag an answer that should be converted to a comment?

I myself don't know but on a personal level, I would like the flagger to request for conversion of answers to comments.

Some other mods don't like a custom flag because then there will not be a button for converting the answer to a comment from the flag queue.

that button only shows up when there is a NAA flag.
