I don't think there's a way to change how a specific flag was handled. I'm not totally sure (SE is super complicated and constantly changing, after all). It would be interesting to know.
But I wouldn't worry about it. A small number of declined flags is no big deal, and I am not currently at any risk of having my ratio of helpful to declined flags drop too low. :)
I do recommend removing that comment, though, since it's a wrong canned comment -- and also I've since edited the post so that it's even more clearly an answer, so the comment is now obsolete as well.
Try and see if it's possible to flag it again...
(The system permits me to flag the comment again, but only with a different flag type, and I don't think any of the other flag types than "no longer needed" is appropriate there.)

@EliahKagan (unrelated) I didn't find anything that seemed ideal, since most questions about the topic seems to focus mainly on quoting whitespace (to prevent text from being broken up into multiple words) rather than shell metacharacters (to prevent parts of text from being recognized as shell operators). I strongly suspect there's a perfect dupe target I didn't find. I've posted a CW answer. Depending on what is found it can be kept, merged elsewhere, or (though I might not prefer it) deleted.

Not a dupe of the proposed target. 19.10 has not yet been moved to the old-releases server. Upgrading normally should work. In particular, I upgraded such a system earlier today. (See the existing comment for details. I think that covers it well enough that I don't need to post one too, but perhaps I should.)

This question understandably has a no repro close vote, but it seems to me that the problem is reproducible and that the OP should just post their solution as an answer. If they'd rebooted, I'd be inclined to close it; what they actually did that solved it is a far narrower change than rebooting, and directly related to the problem as described.
