@Zanna I recall that answer being CW when I first saw it.

Going by askubuntu.com/posts/1242985/revisions, it looks like the post author clicked the CW checkbox initially, or within the 5 minute grace period after initially posting it.

Does tapping the comment itself show anything that would facilitate flagging?

No... but, weirdly, I found an old tab where I can flag comments (I don't mean the tab is so old it predates the problem - the problem is even older)

Of the tab where you can flag comments and the tab where you cannot, is one of them showing the post and its comments as a review item and the other not?

In the other tab, I can't seem to flag comments in any context

Ok, now I can flag comments if I request desktop site

Either the problem I previously had got fixed, or it's all my fault

I do remember trying everything to flag comments several times

So I gave up on it

dupe Solved! I read @Pilot6 suggestion in another comment to disable secure boot and that did the trick. Do I need to leave secure boot disabled? All is well.
