OP didn't reply to steeldriver's comment, but looks like the same problem, Better to vote as a duplicate:
Also has a useless/misplaced answer, looks like the answerer didn't realise the issue raised in the question properly. The answer won't solve the issue just by chance either:

Posted the same command from the question which is not working for OP and said "this works for me, don't know why not working for you". Then asked for some clarifications.
@EliahKagan agreed, I also feel like this comment needs to be reported as unfriendly. "If [...] you don't like the answers [...], may have [...] tried another site hoping to get different people reading your post & therefore different answers." Seriously?
What do you say?
this comment (asking to "remove your downvote") and the reply ("don't have 125 rep, I didn't downvote") are no longer needed
(fist one is kinda unfriendly too, especially when there no clear indication who downvoted)

Do we have something for this?

@pomsky I'm not sure. The comment gives bad advice, it might be seen as misstating our policy, and it at least goes against the spirit of this network-wide policy, but I'm not sure it qualifies as unfriendly or unkind, and I'm not sure if the best course is to flag it as that, to flag it (and perhaps other comments there) as no longer needed, to reply to it, or to do nothing. So far I have done nothing.
Me too. I did nothing.

I may be missing something, but is there anything visible in this question or its comments that indicates it's no repro? It is no repro, but since the OP's answer was deleted, I don't see any visible indication (to most users) that it is. I guess a comment should be posted?
@Natty tp
@Kulfy I'm not sure. JetBrains IDEs (including IntelliJ IDEA) have a feature to make their own launchers, right?
JetBrains Toolbox has this feature. I think if you install their IDEs without it that the IDEs have it though.
It might deserve a more specific answer than would apply to the proposed dupe target.

@EliahKagan Yeah they have an option to create that including IDE such as Android studio.
I think this can be added to the target.
14:57
@Kulfy Done.
Seems good. Thanks.
I think I was wrong to vote to close this question and that it should be reopened (see comments).

I don't see how this closure is correct.
18:07
seems dupe (see answer)
not a dupe, at least not of the proposed target about quoting (since what's preventing tilde expansion there is not quoting), probably not a dupe at all.
I've commented.
no repro, maybe dupe (see comments), maybe OT bug
This question does not seem unclear to me, in its current form. If it is unclear, specific information should be requested from the OP (since it's not obvious why it's unclear).

Closed.
no improvement - also, that edit doesn't even replace all the occurrences of the name!
This question is out of the CV queue but may still end up being closed if people don't look at its accepted answer. It would be good to keep an eye on it.
Do we have something for this?
20:11
@EliahKagan Your edit kicked it out of LQP queue. But it's still in CV queue
Oh. Sorry.
Unfortunately I cannot review it in the CV queue right now, because I've already reviewed 20 CV items today.

I think the comment might make reviewers to think that it's unclear. A comment explaining why it's not unclear would be fine IMO. But I'm not sure what to comment
I'm not sure either. I mean, we don't need to know if dd with no arguments or sudo dd with no (further) arguments was run. I guess it could use a comment about that. I'm not sure if that would help or not.
21:30
@EliahKagan 1 vote has been retracted. So I think it isn't that close to be closed
21:52
@Natty tp
@Kulfy Also, the comments are gone apparently.
It seems commentator reconsidered their close vote

unclear, see second comment and deleted answer
OT - it turns out to be about port forwarding in a router, and the OP posted on Super User
OT bug - it appears to be an attempt to file a feature request
