This question is not unclear, but I think it can be regarded as a duplicate. Do we have any better question about how to install additional language packs than that one?
@Zanna As you, um, know :), it's common for questions to get wrong close votes. (A question can also be fixed after some correct close votes, but it's flat-out wrong close votes that I have been seeing more often recently)
 
@EliahKagan when I needed to get my system to support a new language, I read many questions on Ask Ubuntu, and their answers were not very helpful. Finally I more-or-less figured it out. I would love Gunnar Hjalmarsson to write a canonical post on that subject
@EliahKagan yeah... in particular at the moment it seems like everything is getting votes as a duplicate of something very loosely related :S

How is this question a duplicate? Shouldn't it just have an answer explaining that the system is Lubuntu (or that, at hte very least, the desktop environment being used is LXDE with the default settings and theme of Lubuntu)?
I think we should close this question as a duplicate, then probably ask for a merge.
Why do people want to make every possible batch renaming question a duplicate??

In some cases it is possible to figure out how to do something based on answers to another question. Often I still disagree with closures, but that seems like a reasonable difference of opinion. But I am increasingly realizing that many, if not most, close votes on batch renaming questions don't involve considering the specifics of the question all.
 
Writing answers is totally the most fun and exciting thing about AU... and the close-second most fun part is reading other people's awesome answers

For example, this question asks how to do something that doesn't appear to be touched on, even slightly, in any answer to that one. That second question does not even have any answers that contain the text $1, $2, $3, \1, \2, or \3!

Is there a new batch renaming question getting closed as a dupe that needs answering instead? Because I'll totally turn on my laptop for that if so...
 
I am tempted to opine that the answer to that question is always yes. But the example I've just mentioned is answered. ...That doesn't mean you shouldn't post your own answer, though.

(Unrelated to the above.) Would you be willing to post a meta answer about that? Unless we're going to close that meta question as a duplicate, which is not totally unreasonable but probably not the best idea (in any case, I have a dupe hammer for discussion questions on meta, and I don't feel comfortable just using it on that question now), it should be answered.
If no one posts an answer I will probably do it. But I don't know when I would do it. I've gotta go afk for a while in the next minute or so.
