Some don't allow distribution of game updates by a third party, some encourage it. It's best to consult the publisher's support form beforehand if you are unsure of it's legality.

@Retrosaur In my opinion, the most important things for a mod are to: Be active on both the main site and meta (including making edits/closing/et cetera), have a good understanding of how the site works and the rules of said site, be willing to devote time to dealing with flags which arise, and are able to deal with problematic users with a clear head (this includes when they come on meta calling you a Tyrant).
