Basically Rome elected two consuls per year (I think) who acted as sort-of elected monarchs, each keeping the other in check. When things got dire and shit hit the fan, the consuls could elect a third person as dictator and he'd be effectively the indirectly-elected monarch

For example, an injury may effect a bad mental condition (not happy) but you can still be happy while injured (as unlikely as that is). However, you can't be okay while injured in my interpretation.
