I don't think it's unreasonable to make the connection that it would include something about how to go about making that happen.

@AshleyNunn He isn't posting a question, he instead posted a request for someone to write a "guide" on how to obtain that follower. An actual question would be "I read a guide that says to get this follower I need to do x, y and z. I did x but got stuck on y because of reason. What should I do?"

I think it's a poorly posed question, but it's pretty clear what he wants his end result to be. He wants the follower.

@Frank All we know is that the user knows a thing exists, and wants this thing, but does not know how. This is not unclear. While it would be nice to have additional background information on the question: "I read that meeko is a follower that is a dog, how/where do I get him?", simply asking "How do I get meeko?" is certainly low quality and downvote worthy, but the intent is clear, how DOES he get Meeko?
