Humans are always afraid that some necromancer might come along and take advantage of the fact that the magic in these outlands often prevents bodies from decaying, raising an army of undead so that they would have to fight their deceased loved ones or be killed by them.

Which, of course, is mostly what happened here.

But Sebiar was not interested in raising an army. Or sending her undead minions to fight and kill their former friends and family.
