2. You're not being direct about it anyway. You don't limit it to "low quality", you just erase "high quality" from the area of possibilities
3. You're appreciating or promising to appreciate it.

5. You provide a reason for your plea. You're preemptively dodging the "what does it hurt to answer this one/help the OP/donate an organ?" question

On a serious note, I'd go with something like "Please consider whether a question is of lower quality before writing an answer. Answering low-quality questions only leads to more of them being posted."
But in reality I'd prefer the former, risking it all, lol.

I don’t think it makes much difference whether you use assigned or required, but I would write “as required by the department...”
Or maybe "The worker attends any training required by the department."
