There's this "...and the pressure cannot be regained until the fire is leveled and the proper conditions for burning are obtained once more." so, "ensure the proper conditions for storage of the cell bank" would be OK...
Yeah, just poking around I see many instances of the definite article used in well-written academic papers. For example, "and the sample placed in an appropriate labeled container and stored under the proper conditions."
