CMC Give a 3-state turing machine, output a equivalent 2-state turing machine. It's always possible since 2 states is the minimum required to be turing complete

It's a CMC, I'm hoping more people would enjoy thinking about how such an algorithm would be implemented in broad strokes rather than a concrete implementation with all edge cases covered.
