A string (in most languages, there's probably some obscure esolang or prac-lang where a string can be treated as a function) is not a function (it can't be called - barring the aforementioned exception). It could be a full program if the string is implicitly printed.
The reason anonymous functions are allowed is because they are still functions. If they can exist without a name and be called without a name, then it's technically still a function
The whole f=\<newline> thing is to allow convenient testing of the function
A submission doesn't need to include the variable declaration in an online link, although it makes it easier for the golfer to debug the function while, and it makes it easier for others to ensure the function actually solves the task
