I think I am being braindead. The rastrigin function is given at en.wikipedia.org/wiki/Rastrigin_function . In 2d the max is apparently at (0,0) where you get the value 0. That I am happy with. But at (1,1) I get the value 2!

cos 2 pi is 1 so 1**2 - 10*1 is 9 and so the sum is -18 and add 20 to it
