CMM: Should we start the first Learn-A-Lang event soon? If so, when and what should the format/language be?
Avi reminded me of this earlier; it appears from the meta post that we want to do this. What should the next step be? A meta post saying "this will do starting on X, please nominate languages below"? Or should I just go ahead and schedule it and we vote on languages closer to the time in chat?

"substrings" is "powerset", but "nontrivial proper" means that you have to remove the empty one, and the one equal to the input (in Jelly, that's pop and deque).
It literally translates to "powerset; pop; deque; unique; lengths; mean"
I think you'd be hard-pressed to find a language where it's less than 6 bytes, because that'd either require non-empty powerset, or proper powerset to be a 1 byte builtin
