My criterion for a flag being cheating is if it takes work away from the program that wouldn't be allowed in other languages. For example, joining on newlines with a flag is fine for a challenge that allows outputting with a list of lines, but for something like FizzBuzz where that's not allowed I think it's 100% cheating.
