depends on what you mean by "xcode"; if you mean "collection of compilers and basic compilation infrastructure that makes it possible to build things for the platform", Ubuntu's equivalent is build-essential
whereas if you're talking about an IDE, there are plenty of those available too (there isn't an "official" one though)
