Q: Clarification of global variables as "arguments"

Say language X supports functions, but input must be done through one of the predefined global variables (all initialized to zero). Can I consider this a use of an argument? Similarly can I use this global variable (or another) as an "output argument". I believe the standards are unclear on this.

@Riker in assembly languages it lets you write to memory addresses as inut and output, thats the way I envisioned input to methods when I originally wrote the language. SInce there are no arguments, essentially that is the only programmatic way to pass input.
