It creates a char array of length n. The array is used to create a String, which then has length n.
A string of length n is that int in unary.
So given something like [1, 2, 1], 3, 12 it returns [1, 2] because 1*3^2 + 2*3 + 1 = 1*12 + 1
So basically what you want is, given a number n, a string that has n 0's?
