basically... you're getting a ton of events, each with a timestamp... you want to keep track of how many events happened in the last X minutes. to do so, you count the events in bins (where each bin corresponds to Y seconds, say), which are arranged in a ring buffer of the required size.

for golfing it would probably be more interesting if you required that each event takes at most O(bins) time, so that you can't clear all bins several times if the time since the last bin was several times X minutes.

well yes... the challenge would be to produce the most recent set of bins after all events are done.
so it's up to you how you implement the ring buffer, but some sort of binned ring buffer would be necessary (because that's the point of the challenge)

Most challenges benefit from being in the Sandbox for at least a little while.
How long is a good time to leave them there before posting to main, usually? a week?
I'd recommend at least a day because of time zones, if you're planning to use the Sandbox
The rest depends on the type of challenge/complexity, e.g. KotHs might be a week, but most code golfs don't need that long
