If the code point of the following byte was less than 0x80, it'd be a Unicode character determined by the following bytes, and otherwise it'd be a non-ASCII codepage character IIRC
But you get the idea. Actually have some 2-byte characters in the language for less common tasks so those things don't get too too long, but keep the common ones 1-byte.
