DISM is probably the closest thing, but that's really only for Windows components or certain drivers, and is used more for image deployment.

Traditionally, the common methods of distribution in Windows is via pre-compiled binaries distributed via MSI or executable-zip.

If you want any sort of mass deployment, MSI is really the only way to go.

You could hook yourself into the Cygwin project -- you wouldn't need to worry (much) about conversion between *nix and Windows, but you'd require users to have Cygwin installed.

The base string types ASCIIString and UTF8String are actually currently both mutable and the data array that that use to store bytes is mutable as well. However, ASCIIString and UTF8String should both be made immutable. We don't have an immutable array type, so the immutability of the *data* in a string will continue to be a matter of convention, however.
