Traditionally, the common methods of distribution in Windows is via pre-compiled binaries distributed via MSI or executable-zip.
If you want any sort of mass deployment, MSI is really the only way to go.

You could hook yourself into the Cygwin project -- you wouldn't need to worry (much) about conversion between *nix and Windows, but you'd require users to have Cygwin installed.
 
Then I won't worry about it for now, when cheddar is finished I'll work on it.
 
Or you can provide raw source files, have a link to compiler/interpreter of your choice, and say "Good luck."
(that last option is decently common for most FOSS projects)
