There's also the Microsoft Keyboard Layout creator that exists if you're on windows
I had to create my own layout because on french keyboards there is no way to print œ,Œ, æ, Æ, É, Ç, « and » without using alt codes
which extremely dumb since a lot of those characters are used very commonly
 
all characters mentioned so far can be created with the compose key on Debian/others ;)

The government recently asked the french equivalent of ISO to propose a new keyboard layout for french this year
Similarly there is no key for ’, so people just use ' for apostrophe

@ThomasKwa No, 0 is a value. 00 ist the same value but with one leading (or trailing) zero. No value is no value, so "" isn't zero per se. But, it might evaluate as 0 (""*1=0 etc.) in expressions, as "" has the value 0, but 0 doesn't have the value "" in any case.
