This asks us to read a paper and no other context is given. There is a bounty as well which forbids closure. I will remove the bounty so that the review can be done. I have also added a comment there to include relevant portions from paper.
What strikes me as odd is that the above question received 4 upvotes and no one thought to add a comment asking for details.
@OliverDíaz I mentioned in my last message. Bounty was removed to allow for closure if anyone wishes to vote for closure.
Once the question is improved the bounty can be offered by asker. The reps for bounty are returned to the bounty offerer when bounty is removed.
Also it is expected that users don't put significant portions of their post in a link, but rather put in the post. The links are for giving additional / extended material.
OK @OliverDíaz: if this question was brought to notice via flags saying that it is without context and has bounty then I would have taken same action. In this case the question was brought to my notice via flags for rude comments and then I took suo moto cognizance of the fact that it was a context less question. I don't think we are violating laissez faire principle or something like that.
