@Atticus As you stated, the question is a borderline PSQ because not much effort was shown. It's like a 1-minute throwaway effort. It would have been much better to vote to close and ask the asker to improve the question before voting to reopen. Upvotes do not mean anything; some users always upvote questions that they gain rep from, and far better questions get no upvotes.
That said, since this is a new user and nonzero effort was shown (no matter how small), it's nowhere as bad as recalcitrant PSQ producers.
