@ChocolateOverflow I would !!jq on each line, e.g., :g/./.!jq, if it were actually JSON. otherwise, with surround something like cS[[j:s/,/&\r/g<enter>=ap might work
(use cS{{ for curlies)

Also it only works for your actual example: it doesn't generalise to e.g. all JSON
