The existence of previous questions (especially from a decade earlier) are not an indication that a question is on-topic here. What is relevant are the guidelines that are in place when your question is asked, and those guidelines say that questions here must be related to programming (code) or the use of a programmers tool (IDE, compiler, etc.). I've voted to close as
general computing. If that doesn't work for you, we can use a custom reason of
not programming related, but in either case the question isn't appropriate for SO. —
