I mean in the current scenario users try to post the question and then use the list of tags that relate to the question. but now I feel the UI you have developed will help users ... instead of looking for tags to mark related to there question. they will have the opportunity to use your UI at the very beginning
I have deployed Ubuntu servers on my remote site and I need to monitor following parameters of my servers.
CPU usage, memory, load average, top memory and cpu consuming processes list,
I want to make that If any server goes down , I can check actual process behind that so I need list of top ten...

Well, as for "How to learn [language]" I'm kinda the wrong person to ask. I just ... go ahead and do it. Some project I work on, look up the documentation, try to get it working in a clean manner.
As for Java, though, no that's not needed at all. Java and JavaScript have next to nothing to do with one another at this point.
If you want to start learning JavaScript right now, I'd recommend codecademy.com As interactive and thorough as you can get on this. :D
And now I'm back to "trying to figure out why it doesn't even run half way through" sigh
I was wondering if some of the logic in Java could be applicable to JS, but I guess its the case for 99% of languages, so obvious question :P but yeah I need to find some free time to learn a few languages: Python + JS mainly
@Oyibo Wonderful tracks for both at Codecademy. Python, Ruby, jQuery, JavaScript, heck even HTML5 + CSS3. Imho that's the way to go for beginners at web scripting languages, really.
Also: JavaScript is a logical clusterfuck. It makes no sense, it makes no attempt to make sense and it is barely standardized.

@JorgeCastro That's an answer to the Q. 1) it's not just about internet related issues. 2) it should come as a static binary, so download to flash drive, insert flash drive, run it. This is what people are used to coming from Windows!
@BrunoPereira yeah we'll see. I've started this just to see what people are thinking. If an A stating "No, this won't help, because of reason X, Y, Z" and it gets upvoted a lot, then I won't bother.
@JorgeCastro One of my thoughts too, yet... 1) how do we get a custom System Information application in the current Live images? and if we manage to do this by a new package, 2) it is confusing if one version of this application doesn't provide "AskUbuntu support" and another does. 3) not all DEs have the same System Information application, so this would needs us to expand the work to all... @JorgeCastro I don't think this would be integrated upstream. A simple System Information applet should depend on APT libs, listing iptables, output stuff in Markdown, etc.
I do agree this is a good idea from the user perspective though!
The first step is to get information about your current system. In Ubuntu you can check the BIOS version with the following two commands:
sudo dmidecode -s bios-version
sudo dmidecode -s bios-release-date
You need information about your computer's hardware when querying the manufacturer's webs...
