Androids already pretty low end, people who aren't running Android or IOS , their not really going to buy apps
For example, if Jolla succeeds with "Mer" (MeeGo), it's unlikely Android will be able to beat it on the low end.
And then there is FirefoxOS
like it really depends on on your target maket
firefoxOS needs to die a slow and painful death. MeeGo or that KDE based embedded system need to win

The problem with it for developers is finding out how to do what they want to do, and a little issue with speed (Frame rates are poor in my experience).
the game engine is interesting, it's the physics engine that is relatively weak by comoparison...and tweening. i consider unity to be a tweening engine. if there was a free trial of havok i think blender would pwn
or if touqe goes under and releases the source code...
havok is cross-platform and used by elder scrolls for ragdolls but it doesn't have a linux sdk without payment
