Q: Taskbar in ubuntu is not visible. Only appears when I hover over Activities tab

Prasanth GanesanInstalled ubuntu 16.04. There is no taskbar in the screen. But when I hover over the activities tab, it appears. How can I make it stick to the corner of the screen forever?

Say, in past versions of Ubuntu (I suppose it's a feature of unity), you used to be able to mousewheel over an icon in the dash bar, and if multiple windows were opened, it would cycle between them
Is it possible to get this feature back in gnome?
