They didn't force it per se, They just let it be a crappy product and didn't backport upgrades and held new features hostage. So a forced double. Want the feature? Upgrade to broken. Want it to work, upgrade to working.
and in windows 10 they are trying it again: upgrades are going to become mandatory and you can't disable it.
plus add in the upgrade moment ... when you turn a machine off :X :X

windows 10 drives me nuts with that backchannel updates noise, where the bitwhatever service transfers it in the background and applies it no matter what. the only time it would be acceptable is if all windows updates are free forever like OSX. Then, you must be on latest stable would be a sort of okay opinionated decision
BITS - background intelligent transfer service is what it used to be called. you could just turn it off repeatedly or with a scheduled job to keep it from happening.

Back when dinosaurs roamed the Earth and I was still a developer, we only supported our latest version and forced our customers to upgrade to the newest point release whenever it became available so I agree with Microsoft of forcing customers to upgrade...
