@Terrance - the output looks fishy (debian 9 [with typos!], mixed with ubuntu). It looks to me like a [system] file was corrupted, so a debian stretch .deb was sudo dpkg -i --force-things .. was used to install it - but this is all pure guess.
@guiverc Thank you for looking. That one is very strange to me. Especially since OP stated they were trying to upgrade to 17.10.
