Fedora is considerably more business minded.
I'm also upset for a good reason: I've been centering my indicators and scripts all around Unity and it's dbus services
Having a grounded distro to promote makes it easier for both parties.

@NathanOsman they can still be used on other desktops, but at least with GNOME and Mate you need to go through couple loops to enable support for them.

So i'll give you my canned response: It's similar, but not the same. You should download it and try it. Also, there's (currently) nothing stopping you from using Unity, so you're free to do so. You'll probably even be able to install Unity in 18.04.
As much as I liked Ubuntu Touch and wished it to succeed, I'm glad Canonical is recentering around desktop more. It has not been doing well since Canonical pulled most of the devs into mobile.

Fedora's people are GNOME's people - they're not just aligned.

Running a product like the desktop with a public roadmap is hard. :(

it's difficult for me to run a single webapp as a product, and I don't have to be accountable to anybody except the CEO on what happens/when things get done.
When we made feature requests, we'd be told "It's not a part of our vision."
Take for instance, when window controls were moved to the left for no actual reason, we were told it was because they were working on a new menu technology that would require this change. I can't even remember all the details of it. Instead, we got... nothing. But the change became hard-coded after a while despite the fact that the proposed reason for the change never came to be.
that's the difference between an individual application with probably a very limited user base, and an operating system that serves a global community. Unless you want to run things like Apple, you tend to have to listen to the community.

Contrary to popular belief, Apple's products aren't as popular and well loved as people think, despite the fact that they make so much money off of them. They're riding the wave of what I'd call the "Premium Effect" - it's expensive and unique so people buy it to fit in with the "elite". But, people who give a damn, don't want it.
