That is, each "application" defines which files it can edit and services it can use, and the OS spits at it when it tries to do IO operations outside that scope. Basically, the idea is that the priviledges of apps should be lower than the priviledges of the user running them
For example, a running app shouldn't have the permissions to read ~/.ssh/id_rsa, even if the user running it does

I didn't notice #73997. If I did, I would have surely marked it as the master question.

You should not just flag things because they have the same words on it, you need to read all the content of the question, there can really be a internet connection problem, flagging things will create attention and ppl have a tendency to just agree with a flag without reading all of the question. Besides not all the questions should have a main question that covers all the cases, on this one there can be some other issues. This is way dangerous imho.

If you think it was wrongly flagged, please do invalidate the flag.
