@Seth it's beginning to get on a couple of nerves for me too. there's no fixing it though. it's one of those how much is forking for good design and is worth maintaining and how much does it just create community divide.
On the Windows machine, open a command prompt and run: netstat
This will show you the IP addresses and ports of any connected devices. Verify that the device is using a 169.254.x.x address, and then follow the instructions provided by conman253.
@Seth nope. it's probably the OP using a straight-through cable on full duplex instead of a crossover if it's a direct connection between two PCs, so even the other answer is probably not correct.
@FEichinger my guess is a geo-local cache-ing server that's trashing you. you're way geographically closer to each other than @Seth or myself. and it's working fine for us, but not for you.

I have an acer aspire r7 , its a convertible laptop/tablet.
I am interested in running a UI which is more like ubuntu touch. I installed the 13.10 thinking it was going to be more touch friendly, but it is not.
Is there some desktop environment or window manager I can use that has a more touch ...

@jrg Frankly, I think the issues the site currently has can't be fixed by moderators.
They're two-fold: External influence giving people the wrong impression of the site before they come here, and low amount of voters generating too little traction on the site itself.
If, half-way through, we're still stuck with ... well, less-than-desirable options, I might run just for the sake of it. But my nomination would most likely consist of "Yeh, I know this is shit and I'm pretty annoyed by this all, too, so whatever."
I have several Linux machines, all of them running the same kernel (Ubuntu 12.04, 3.5.0-45-generic). On one of them, I am unable to use chrt at all. If I attempt to use it on a new process, I get the following error:
