I saw Stack Overflow and Dutch: so a programmer and in need of äëïöü.
Belgian keyboard is another way, because that has everything, but the { } are in a really weird position so if you program in C or Java, not really an option.

I have an US keyboard layout, and I live in the Netherlands, and we mostly don't use the accents in normal text (and usually autocorrect can fix missing punctation), but I mostly use " and ' during programming. (and I previously programmed in windows, I bought a laptop and installed ubuntu on it so I can start under Linux
 
@Ferrybig The problem is that you cannot add any logic to the mapping. (no if ... then)
and I know what the other Dutchman in this room is going to say: Run Ubuntu in a VM using a Windows host as that way Windows controls the keyboard
If you really insist on the Windows way, the last (Windows host - Ubuntu VM) is what I can offer unless I call in the cavalry: they might come up with another idea...
