@EliahKagan the way I understand it, you have option flags and arguments. While POSIX refers to non-option arguments as "operands", I have seen the term positional parameters used to describe non-option arguments.
I guess that, strictly speaking, it's wrong, but it makes sense to me. I would say that something like command -a -b foo bar has two options and two positional parameters (assuming that foo isn't the value of -b).
So while they all look the same to the code, they way they are usually parsed will separate "options" from "arguments".
"Usually" being a keyword there. They can be parsed however they wish to be. -- isn't something special in bash, it's being interpreted by the command to do special stuff.
I'm guessing they performed APT's remove or purge action on some pattern like python* -- if so, all packages with pytho anywhere in their names, and all those packages' dependencies, were removed. I've commented to request clarification about what the OP actually did.
If the problem is that they have uninstalled lots and lots of packages, I think they can fix it by installing the appropriate metapackage, such as ubuntu-desktop, or by using tasksel to select the task of the same name. We have something to dupe this to if that's they did, right?
@Oli True, but it is a POSIX guideline that utilities should use -- to indicate the end of options and the start of "input arguments" or whatever you want to call them.

On my Lubuntu 16.04 system, apt-get -s remove 'python*' | grep -oP '^Remv \K\S+' | sort lists aptdaemon, python3-apt, python3-aptdaemon, python3-aptdaemon.gtk3widgets, python3-aptdaemon.pkcompat, python-apt, python-apt-common, python-aptdaemon, python-aptdaemon.gtk3widgets, and an enormous number of other generally important packages, but no other apt/dpkg packages (and, in particular, not apt itself).
@JacobVlijm I just tested this for real, and was able to remove all packages matching python*, reboot, and SSH back in, and reinstall them (as dependencies of the ubuntu- metapackages that were removed). I don't know if this scales perfectly to all Ubuntu desktop systems, and I still don't know what's really going on so I'm reluctant to write an answer.

@terdon no terdon, nothing specific ... just have the feeling that performance is a bit improved ... also power consumption seems to be a little lower than with kernel 4.8 ... all in all this F25 is simply running great ! :)

@Serg Yes, it would be, but on the other hand it does sound like Ubuntu caused it. Although, far more likely, the OP caused it while using Ubuntu but that's a different matter.
I think (it really isn't very clear) that the main question is "what the hell happened" rather than "how can I fix my Windows", so I'd leave it here.
