You'll see that if you just draw using mouse state, the position ends up way outside your camera (green)
If you add your camera position (assume top left corner for position), you should end up inside your camera accordingly (orange)
haha, that is not my problem, because the mouse still is in the right place, but think about it like this, if i don't move the camera then it all works, because what is draw on the screen is i think 16 by 9, but if i were to shift it by even one f 1f when trying to move the mouse to what would be -1 x, it just stops at 0 x, but if i were to be in windowed mode that problem just does not exist

If your camera is at -100, 0 then your mouse gets stuck at 0,0?
when the program/game first starts the top left is 0,0 be it in window or full screen, that is basic every single program logic. Now if i were to hit the A key the camera would shift, and this little basic sprite that i have would move past 0 on the x axis as well. But if i want to shift the mouse over it will stop at the 0, Whatever y it was at,
but this problem only happens if IsFullScreen is true. If it is a window game, where it would still start at 0,0 in the left top hand corner and i shift with the A key i am able to move into the -x axis
This sounds like the issue you are describing... just using negative numbers instead of positive

your camera is in a negative X position but your mouse stops at 0
because Mouse State uses screen coordinates, not world coordinates (at least I'm pretty sure of this fact)
I wonder if it works in windowed mode because your mouse can actually leave the window, allowing your mouse position to be negative
Did you try adding the camera position to the mouse state position for drawing your cursor? What happened?

because i am trying to get the cursor to move with the camera, and so i have mouse_pos.x+camera_x_move and camera_x_move is ++, or -- depending if the player has the A or D key down, and this is down right above the deceleration of the mouses movement line, and after the .GetState call. and it literly will only shift one pixel as long as the key is down
Never mind fixed that, just had to not 0 the number

I've been laid off so many times, it doesn't freak me out anymore. Not sure if that's a good or bad thing.

well, we are in a house with 7 people, don't know if that has anything to do with it... also there are quite a few networks around, like 10 or so...

However my gf uses the same connection however she doesn't have any kind of trouble accessing it

Q: Gamedev causing a memory leak?

A little investigation points to Gamedev.stackexchange.com being the offending website: This is found by using Chrome's Task Manager, by pressing Shift+Esc in the browser.
