Find out what I told you to. Send out a demand letter via certified mail/registered mail. I suppose you could talk to him/her by phone, but since he/she lied once already, you can't fully rely on that mode of communication. Then, if there is still no answer, sue in small claims court. In my State, there is a waiting list and it takes 4 months to go through Small Claims court. But I have no idea how long it would take in your State. Are there any local/city government organization that could arbitrate your issue? That might be the quickest. — Stephan Branczyk 13 hours ago
