@KutuluMike I think from the leaked Hydra documents he discovered a mission involving the Winter Soldier took place at the same time as the Stark accident, and he suspected they were the same thing. He just needed proof in order to pit the Avengers against each other.
The likely reason Zemo didn't just email the video to Tony is that he needed Bucky to be right there when Tony saw it. If Tony just saw it in his house, his rage would likely die out by the time he found Bucky, if he even could in the first place.
And that would mean no Avengers trying to kill each other.

So we as viewers and the Avengers as a whole of course know that Tony Stark created Ultron. The question is, is the general public aware of this?
